1. This Charter defines the status, main purpose, duties, functions, rights, and responsibilities of the Education Quality Control Department within Bukhara State Technical University (hereinafter referred to as the Institute), as well as the procedure for organizing its activities.
2. The Education Quality Control Department (hereinafter referred to as the Department) is part of the university’s structure. The Department’s Charter, approved in the prescribed manner, is a normative legal document used by Department staff to fulfill their assigned goals and tasks.
3. The main duties of the Education Quality Control Department are defined as follows:
- Control and coordinate the quality of personnel training at the university and bring the educational process in line with state standards;
- Study and analyze the conformity of students' knowledge, skills, and competencies with state educational standards, as well as the level of students' subject mastery;
- Form a faculty staff capable of ensuring education quality, including selecting qualified teachers, hiring, and providing opportunities for their professional development through objective and transparent organizational mechanisms;
- Regularly analyze the quality of teaching by faculty members;
- Organize internal evaluation of the university and take measures to eliminate identified deficiencies based on the results;
- Organize the educational process in accordance with requirements established in normative legal documents and monitor the effectiveness of the HEMIS system (including timely and accurate data entry, and proper implementation of the credit-modular system);
- Analyze the compliance of qualification requirements, curricula, and programs with standards and labor market demands for preparing competitive personnel;
- Provide proposals on the position of graduates in the labor market and the need to open new educational directions;
- Monitor the organization of classes based on modern pedagogical technologies and multimedia tools, as well as the extensive use of information and communication technologies during lessons;
- Monitor the involvement of qualified specialists from industrial enterprises in practical training (as external interns);
- Evaluate the effectiveness of measures to ensure transparency and fairness in student knowledge assessment and grading;
- Control the faculty composition, monitor their professional development, and study the inclusion of new subjects in educational programs;
- Analyze the fair distribution of teaching workload among faculty members;
- Analyze the conditions created for students and teachers in the information resource center and the availability of subject programs, and provide recommendations to management;
- Analyze the organization of independent study at the required level (develop guidelines or methodological instructions and the appropriate procedures);
- Ensure the implementation of anti-plagiarism programs at the university (including the introduction of academic integrity principles and systematic work against plagiarism);
- Participate in studying the activities of other higher education institutions upon the Ministry’s instructions;
- Analyze students' knowledge compliance with the state educational standards and qualification requirements of the Republic of Uzbekistan;
- Improve and revise qualification requirements for educational fields based on employers' proposals aimed at enhancing personnel training quality at higher education institutions;
- Conduct expertise of state educational standards, qualification requirements, and curricula developed based on them for all types of education;
- Organize and carry out monitoring of educational and training quality and personnel training at the university;
- Monitor and ensure fair and objective conduct of subject Olympiads, competitions, and various contests held within the continuous education system, and analyze the results;
- Establish international cooperation in the field of education quality assessment;
- Conduct control activities, analyze results, identify factors affecting education quality, including monitoring the level of graduates’ educational preparation and teaching quality based on selective studies in general and professional subjects;
- Organize intellectual contests and competitions among students aimed at improving education quality and adherence to state educational standards and qualification requirements;
- Develop organizational, legal, and methodological guidelines for monitoring and controlling the educational process and personnel training quality;
- Conduct monitoring of education and personnel training quality based on modern information and telecommunication technologies;
- Prepare analytical reports on education quality assessment results;
- Develop control materials aimed at assessing students' and listeners' knowledge;
- Conduct social surveys to study the quality of teaching and personnel training in educational institutions;
- Organize the preparation of conclusions based on the expert evaluation of education documents submitted for recognition by the Expert Commission;
- Inform applicants about the Expert Commission’s conclusions;
- Monitor the educational process and personnel training quality and organize the relevant administrative work during the learning process;
- The Education Quality Control Department is directly accountable to the Ministry’s Department of Organization, Licensing, and Quality Assurance of Educational Institutions.
- The Department reports directly to the university rector and operates within its authority according to this Charter.
