Organizing the implementation of the laws of the Republic of Uzbekistan, decrees and orders of the President, decisions of the Oliy Majlis (Parliament) and the Cabinet of Ministers in the field of education and personnel training;
Organizing educational, scientific, financial, and spiritual-educational work based on state education standards and ensuring the training of qualified personnel;
Ensuring that all deans, department heads, and teaching staff fully understand the set of requirements regarding the content of knowledge and the level of training in accordance with state education standards;
Organizing the execution of orders, decrees, and instructions from relevant higher authorities, as well as decisions of the university's Academic Council and rector's orders on issues related to the educational process;
Studying development trends in advanced countries' education systems, developing methods and tools to implement tasks outlined in the "Law on Education," the "National Personnel Training Program," and other education-related laws, and ensuring their implementation;
Introducing advanced forms of teaching in the educational process, including distance learning, new pedagogical and information-communication technologies, and organizing their effective use;
Preparing proposals and organizing work within the scope of activity;
Coordinating, organizing, and supervising the work of departments and deans responsible for the educational process;
Approving work plans of departments, faculties, and chairs and monitoring their implementation;
Improving the quality of ongoing lessons, monitoring and ensuring the fulfillment of individual plans of professors and teachers;
Organizing educational and scientific conferences, leading the university's methodological council and activities aimed at improving pedagogical skills, and summarizing advanced methodological experience;
Overseeing the preparation and publication process of educational-methodological and scientific materials, including journals and collections of scientific works by university staff, as well as replenishing the library fund with educational-methodological and scientific periodicals in all areas of the university's educational and scientific activities;
Managing and assisting the process of searching for and selecting talented youth, including preparing students and intern-researchers among scholarship winners named after the President of Uzbekistan, Navoi, Beruni, Ulugbek, Zulfiya, and other prestigious scholarships;
Developing proposals on staffing for professors, teachers, and staff assisting educational work, and organizing the provision of qualified personnel to departments and divisions;
Preparing proposals for competitive recruitment for vacant positions, retaining intern-researchers and master's students in employment, improving the composition of professors and teachers, and leading the development and implementation of their professional development plans;
Developing issues related to the efficient use of classrooms, improving the technical equipment of auditoriums and laboratories;
Taking disciplinary measures against employees violating executive discipline and preparing proposals for terminating their contracts;
Preparing proposals for establishing faculties and departments in cooperation with similar foreign higher education institutions to improve the content of education and ensure the training of specialists according to international standards;
Conducting annual activity reports of departments, faculties, and divisions, analyzing and drawing conclusions, and implementing modern methods to evaluate the educational and methodological activities of professors and teachers;
Maintaining constant cooperation with higher education institutions in the field of educational-methodological work, ensuring the active participation of professors and teachers in conferences and seminars, and cooperating with local authorities;
Determining, analyzing, and improving the annual rating of the higher education institution according to established procedures;
Actively participating in the regular internal attestation of Bukhara State Technical University, preparing for external attestation, and participating in its conduct.
